SUMMARY UPDATE ON DOVER DISTRICT COUNCIL’S PLANNING COMMITTEE MEETING HELD THURSDAY, 10TH OCTOBER 2019, RELATING TO: Land Between Nos 107 And 127 Capel Street, Capel Le Ferne, Re: 19/00669.
The above application was deferred by all Members of the Dover District Council Planning Committee, except one who was against.
- This is pending many answers required by the Committee from Kent Highways on addressing the many concerns raised on parking, road widening, yellow lines, footpath provision and crossing. They were not impressed with Highways comment and want a Highway Engineer to attend to give facts and figures on Capel Street, including turning into site for refuse/emergency vehicles.
- Concerns raised on Case Officer’s photos shown, which were not taken at school time, giving the visual impact it was a quiet country road.
- Also the 106 contribution stated to go to Secondary Education facilities in Dover was raised. One Councillor said it should provide facilities to the location area where developments take place. But this was decided as a “political” concern and something that cannot be changed by this Committee.
- The type of properties offered as affordable housing was also a concern raised.
Overall it was a good meeting with many concerns still to be addressed about the site. Thanks to Jamie Rose, our Ward Councillor, who did exceptional and represented the village well, having acquired a lot of knowledge in the last 3 days from talking to residents etc. Thanks to residents who attended from village. Thanks also to Tony Lake for coming back from his holiday to present the Parish Council statement. Much appreciated.

As the Architect has now submitted amended drawings, dated 8th November, for this application regarding their answers to the Highway issues raised at the DDC Planning Committee meeting, it would be prudent to comment again if you object to these latest modified proposals.
